Who can join?
Participants
Participation in the dialogue is prioritised for representatives of local CSOs, and other NSAs at national, subnational and community levels actively engaged in community-based fisheries.
Observers
Representatives from SPC member governments, donors, regional and international organisations and other development partners are invited and encouraged to be part of the CBF Dialogue as observers.
Selection of participants
How are participants selected and funded?
The selection of CBF Dialogue participants is coordinated by the in-country focal points, guided by agreed-upon regional selection criteria. The selected participants are then submitted to the Community-Based Fisheries Dialogue Advisory Group (CBFD-AG) for final approval. The role of the CBFD-AG is to ensure that the nominated country participants meet the selection criteria and inform SPC of their decision. Based on the availability of funding, SPC will fund CBF Dialogue participants who have been approved by the CBFD-AG.
What if my organisation can fund me to attend the CBF Dialogue?
Any CSO or NSA that is actively involved in CBF in the Pacific and willing to fund their own participants are welcome to do so. However, this needs to be coordinated with the country focal point and it must also be approved by the CBFD-AG. This approach is taken to ensure that all CBF Dialogue participants meet the selection criteria.

Selection criteria
Participants must:
- Criteria 1: Be a non-government individual from a local CSO, NSA or community-based organisation/entity involved in the management of community fishing area and or fish business at the community or subnational level.
- Criteria 2: Be experienced at speaking/presentating at national, regional or international audiences.
- Criteria 3: Be active as a leader or activist at the community, subnational or national level.
- Criteria 4: Be a Pacific Island national or Pacific Islander residing in their country of representation.
- Criteria 5: Have at least three years involvement in CBFM processes.
