No co-management
Although there is recognition of traditional fishing practices in statutory law, there is currently no provision in legislation in Guam for fishers to co-manage the fisheries.

The Division of Aquatic and Wildlife Resources (DAWR) of the Department of Agriculture is responsible for managing coastal fisheries within Guam. The Department has the power to control and regulate “fish and game in and about Guam”. Additionally, the Fishery Ecosystem Plan (FEP) concerns ecosystem approaches to fishery management in the archipelago of Guam and the Commonwealth of the Northern Mariana Islands (CNMI). A Marine Conservation Plan (MCP), specific to Guam, is consistent with the FEP. It is a working document subject to periodic review and revision.
