Community management plans and Resource Management Advisory Committees
The tools used in Niue include community management plans and resource management advisory committees (RMACs).

In Niue, the sea is state owned, but government and villages may declare a fishing reserve/fono for fishing over any part of the reef or waters (Domestic Fishing Act 1995). Among its many functions, a village council can regulate fishing grounds; establish plans for the sustainable use of coastal, reef, and sea foods, and for the adherence to safety at sea measures (Village Council Act 2016).

The National Coastal Fisheries Management and Development Plan 2017-2022 is the main plan for coastal fisheries and provides guidance for coastal resources management.
