Protected areas network (PAN)
A network of protected areas exists in Palau, known as the Protected Area Network (PAN). This network supports a variety of protected areas, marine and terrestrial. The Government of Palau created the PAN Fund, a non-profit organisation, to manage the finances to support this network, but the sites are managed by the customary owners and under state rather than national governance.
Where states which have a management plan for sustainability of fisheries, these are counted as a CBFM unit. Currently, the Northern States of Kayangel and Ngarchelong have in place a management plan for the Northern Reefs (prepared by The Nature Conservancy in 2016): Northern Reefs Fisheries Plan (FMP) 2016.

Traditional fishing rights are protected under the constitution of Palau. Each of the 16 states has its own fisheries legislation. The Protected Area Network Act allows national and state government and traditional leaders to designate and manage marine and terrestrial areas, with the objective to protect 80% of Palau’s exclusive economic zone
