Village management / bylaws
Village management is the system used in Samoa. Village fisheries management areas, established by the government in consultation with the village fono (village assembly), are managed by village communities. The village fono can make village fishery bylaws to conserve, protect, manage, and sustain their village fisheries management area. Village fisheries management plans are prepared by the community with assistance from the government’s Fisheries Division. The plan is overseen by the fisheries management committee appointed by the village fono.

Under the Fisheries Management Act 2016, The Chief Executive Officer (of the Ministry of Agriculture and Fisheries) can declare and mark an area as a village fisheries management area, after consultation with the village fono. The village fono can make bylaws for their fisheries management area and are responsible for monitoring these.
