Traditional and villages rules
In Tokelau, traditional and village rules are used for fisheries management. There are three main villages, each of which can make rules for its own coastal fishery, impose charges and prescribe criminal offences for non-compliance. Each village is governed by a council of elders, or taupulega.

Each village can regulate its own fishery under the Tokelau Village Incorporation Regulations 1986. In addition, Village Incorporation Regulations 1986 recognise three customary officials - the Faipule, Pulenuku and Failautuhi - as village officers.
