Marine protected areas
There is no specific CBFM program, but MPAs are in operation in the Northern Mariana Islands including five “no-take” MPAs as well as two species specific reserves (trochus and sea cucumber sanctuaries). These MPAs are managed by the Division of Fish and Wildlife and differ in terms of goals and purpose. There are no roles for fishers or community members in resource management under the legislation.

Local fisheries laws are made by the legislators of each senatorial district (Commonwealth Code 1 Div.5 CAP.1 and the First Senatorial District Delegation enacted a local act to create a fish reserve in the Sasanhaya Bay of Rota (Rota Local Law No.9-2 1994). The main legislation relevant to coastal fisheries marine life is Chapter 6 of Division 1 of the Commonwealth Code Title 2. For the regulation of fisheries, the most important legal text is the Administrative Code 85 CAP.85-30 (Division of Fish and Wildlife). The Fair Fishing Act of 2000 provides a summary of fishing regulations, as well as application forms for fishing permits.

The Fishery Ecosystem Plan (FEP) concerns ecosystem approaches to fishery management in the archipelago of Guam and the Commonwealth of the Northern Mariana Islands (CNMI).
